Publish the concept publicly, specifically to invite scrutiny and attract collaborators.
Deliberately solicit red-team criticism — "prove me wrong" — before committing real capital, so flaws surface early and cheaply.
Position the flagship as an explicit prototype/template that others are free to replicate at their own distressed rural facility.

Longer-term framing

This kind of ground-truth fix to domestic healthcare delivery is also a credible prototype for remote/austere care environments — space medicine, for instance. Worth keeping in reserve as a compelling narrative once the core model is proven, not a starting pitch.
